Kelly Smith is an accomplished engineering, infrastructure, and business leader with a career built at the intersection of technical excellence, client service, strategic growth, and organizational leadership. Over the course of her career, she has established trusted relationships with municipal utilities, federal clients, contractors, developers, and consulting organizations while helping deliver critical infrastructure programs that improve communities and support long-term economic growth.
As a licensed Professional Engineer with extensive experience in water, wastewater, and utility infrastructure, Kelly has successfully led complex projects, multidisciplinary teams, strategic initiatives, and client programs across both public and private sectors. Her expertise spans the full infrastructure lifecycle, including planning, funding, procurement, design, construction, operations, and program management.
In addition to technical leadership, she has played significant roles in business development, market expansion, strategic planning, client account management, and executive leadership. She has helped organizations enter new markets, strengthen key client relationships, develop high-performing teams, and capture transformational projects.
